A&P/USPA Merger

The leadership teams of the UNF Administrative and Professional Association (A&P) and the University Support Personnel Association (USPA) are exploring an exciting opportunity to better serve all staff members. We are asking you to consider merging our associations into a single, unified entity—the Osprey Staff Association—to enhance representation, advocacy, and support for all staff at UNF.

This proposed merger would create a stronger, more cohesive voice, improve communication with university leadership, and expand programs such as mentorship initiatives and employee interest groups. However, this transition depends on the support and input of our members.

OVERVIEW

What's happening?

The UNF Administrative and Professional Association (A&P) and the University Support Personnel Association (USPA) are collecting feedback on a potential merger to form a single, unified organization—the Osprey Staff Association. This proposed change would aim to strengthen staff representation, improve communication with university leadership, and expand initiatives that support professional growth and well-being. No final decision has been made, leadership from both associations are seeking input from members to ensure the best path forward.

When would this take place?

If approved through a mutual vote by both the A&P and USPA associations, the merger would take effect on July 1, 2025. However, this timeline depends on the successful ratification of the proposal by both groups, ensuring that all members have a voice in the decision-making process.

Why is this being considered now?

It is fairly uncommon for there to be separate staff associations for exempt and non-exempt employees across institutions of higher education. Additionally, there is little benefit to there being two separate associations as it only divides the voice of staff and makes certain initiatives and events inaccesible to different groups. As UNF strives to make a more concious effort towards building a culture of care we believe that this merge would empower staff to collaborate more effectively, advocate for shared interests, and foster a stronger sense of community. By uniting under the Osprey Staff Association, we can ensure that all staff—regardless of classification—have equal access to resources, initiatives, and professional development opportunities. A single, cohesive association will amplify our collective voice, strengthen our influence in university decision-making, and create a more inclusive and supportive environment for all employees. This merger aligns with UNF’s commitment to building a culture of care, reinforcing a workplace where every staff member feels valued, heard, and empowered to succeed.

  • Does this mean that A&P and USPS classifications are going away?
    No, these classifications will still exist, however both classifications would now belong to this one association instead of existing separately.
  • Will this impact my pay or leave?

    To clarify, this proposed merger strictly pertains to the structure and representation of staff associations. None of the proposed changes involve altering employee classifications, pay, or leave policies. Any adjustments to compensation or leave that have occurred or may occur in the future are entirely separate from this initiative and would be handled independently by the university. Our goal is solely to strengthen staff advocacy, enhance communication, and create a more unified support system for all employees.

    NOTE: This initiative is separate from the proposed change to the Leave Policy that would equalize leave accrual for A&P and USPS employees. This merger would not impact that policy.

  • Will there be an election to select new officers and representatives?
    Yes, if the merger between the Administrative and Professional Association (A&P) and the University Support Personnel Association (USPA) is approved, an election will be held to select new officers and representatives for the unified Osprey Staff Association. An interim nominating committee will be appointed to oversee and conduct this initial election, ensuring a fair and transparent process. This approach allows all members to participate actively in shaping the leadership of the new association.
  • What new things can I expect from this proposed Association?
    • Stronger Staff Representation – A unified association will serve as the collective voice for all staff, advocating for workplace improvements and policy considerations at the university level.
    • Governance & Leadership Opportunities – Members will have the chance to participate in the Staff Governance Council, which will help shape policies, propose resolutions, and ensure staff concerns are addressed. Additionally, a new officer position called the Staff Advocate would be created.
    • Expanded Programs & Initiatives – The association will oversee a mentorship program to support professional growth and Employee Interest Groups (EIGs) that foster collaboration among staff with shared interests.
    • Transparent Communication & Advocacy – A Staff Advocacy Committee will be established to collect feedback, address concerns, and ensure representation on university-wide committees.
    • More Inclusive & Accessible Engagement – By removing divisions between staff groups, all employees will have equal opportunities to engage in association events, initiatives, and leadership roles.
  • Will this reduce the number of Gabor Awards that are given annually?
    No, there will be one A&P winner with a runner-up and one USPS winner with a runner-up.
  • What will happen to the Association finances?
    If approved, the foundation accounts and in-kind money would combine. If you are giving through recurring payroll deduction, we will work with you to ensure that your gift is reallocated appropriately.
